A tense street showdown in Evanston, Illinois this week offered a perfect snapshot of how progressive politics handles federal law enforcement, loudly, performatively, and with a megaphone full of moral grandstanding. On Wednesday morning, an 11-vehicle Border Patrol convoy arrived near Green Bay Road and Dodge Avenue to carry out Title 8 immigration enforcement, a completely legal federal operation. Agents reportedly detained at least two individuals before a group of roughly two dozen protesters rushed in to interfere.
Enter Mayor Daniel Biss, Democrat, progressive darling, and congressional candidate, because apparently nothing spices up a resume like yelling at federal agents on camera. Video captured by FOX 32 Chicago shows Biss marching straight toward Border Patrol Cmdr. Gregory Bovino as protesters screamed, blew whistles, and tried to turn a law enforcement operation into street theater.
Biss declared, “The abuse has not been acceptable. The racism has not been acceptable. The violence has not been acceptable.” Strong words, especially considering the only people visibly doing their jobs were the agents standing there in tactical gear while a crowd attempted to block traffic.
Bovino responded calmly and directly, “Yeah, that’s why we’re here in your community.” Not exactly the response of a man leading a so-called reign of terror, despite how Biss would later try to spin it.

As tensions rose, protesters hurled insults at Bovino and physically tried to disrupt the convoy. Evanston and Chicago police officers were forced to intervene, not to stop the Border Patrol, but to keep an exit route open so federal vehicles could leave without incident. Video from the scene shows officers directing traffic as demonstrators surged toward the convoy, which is an interesting definition of “peaceful.”
After the dust settled, Biss took to X to escalate things even further, calling federal agents “masked thugs” and claiming, “The only ‘violent mob’ in Evanston today was Greg Bovino and his masked thugs, terrorizing innocent people and then lying about our city to try and sow chaos.” He went on to insist the city is “safe in spite of ICE/CBP, not because of it,” praised protesters who he said “chased you out of town,” and finished with a tough guy warning, “Don’t come back.”
Bovino rejected the mayor’s accusations and described the exchange as productive, saying agents were in Evanston “to make his city a safer place through Title 8 immigration enforcement.” He also noted Biss relied on “the divisive talking points that we’ve heard ad nauseam,” which feels generous given the rhetoric flying around.
Title 8 gives federal authorities the power to enforce immigration law anywhere in the country, including inside cities run by politicians who prefer slogans over statutes. What happened in Evanston highlights a growing trend, progressive local officials trying to score political points by attacking federal agents while relying on local police to clean up the chaos their rhetoric helps create. It was, according to Bovino, an “excellent day in Evanston,” and judging by how clearly the lines were drawn, he might be right.
