Kamala in Crisis After Leaked Memo Reveals Stunning Pardon Plot

A newly uncovered memo is raising serious questions about whether Joe Biden was truly exercising his constitutional authority during his presidency, or if Kamala Harris was quietly taking on responsibilities that belonged to him. The document, obtained by Just The News, outlines the Biden administration’s pardon approval process and strongly suggests that Harris, not Biden, often made the final calls.

The revelations come as the Trump administration continues to investigate the heavy use of an autopen that replicated Biden’s signature on official pardon documents. Biden himself admitted earlier this year that while he supposedly approved the “broad contours” of clemency, he was not given the names of every individual receiving a pardon. According to the memo, Biden frequently deferred to Harris when he claimed he could not review the details of certain applications.

Officials are particularly focused on controversial pardons for Hunter Biden, Dr. Anthony Fauci, and former Rep. Liz Cheney, among others. The memo raises doubts about whether Biden even attended clemency meetings, which included discussions on preemptive pardons for family members and decisions about prisoners on federal death row. The National Archives has admitted it cannot locate any notes proving Biden was physically present at those sessions.

One document revealed that Biden’s decision memo on commuting federal death row sentences was completely unmarked, showing no evidence that he had personally approved it. This is significant, given that Pew Research Center data shows Biden granted more pardons in four years than any other president, a staggering 4,245.

Further digging revealed that many of those pardons bore no original hand signature, but instead were signed with the autopen. That contradicts a February 2021 memo circulated by White House staff secretary Jess Hertz, which recommended Biden personally hand-sign all presidential actions requiring his approval. Copied on that memo were top aides including Ron Klain, Jen O’Malley Dillon, and Bruce Reed. Yet the National Archives has no record of the policy ever being followed.

By 2024, a new memo from the White House chief counsel openly acknowledged that Harris’s approval was “sufficient” in place of Biden’s. Lawyers admitted that because Biden’s review often took “days or weeks,” the process shifted to let Harris sign off instead.

For critics, this is more than bureaucratic sloppiness. It points to a president too frail to perform one of his most solemn duties, and a vice president who quietly stepped in to act as commander in chief without voters’ consent.
