Apparently, the supposedly impossible has once again made an appearance in a federal arrest announcement. On Friday, the Department of Homeland Security said ten more non-citizens were arrested in North Carolina, a key swing state, after being accused of illegally voting in U.S. elections. The allegations include false claims to citizenship and voting by an alien in a federal election. DHS said nine of those arrested were lawful permanent residents and one was an illegal alien from El Salvador.
DHS shared photos and a blunt message on X: “It happened again! The patriots of @HSI_HQ have arrested 10 MORE non citizens for illegally voting in North Carolina, including illegal aliens and violent criminals. Every American should have confidence that their vote counts, and we will not tolerate non-citizens spoiling…”

It appears that Omar just voted illegally, using a false name and claiming to be a citizen.

According to the release, ICE, HSI and the FBI made the arrests on Oct. 14 and 15. The listed cases involve charges of falsely claiming citizenship, registering to vote, or casting ballots while not eligible to do so. That is the sort of basic election-security problem that should not be waved away with a shrug and a press conference. The charges remain allegations, but the details are specific enough to demand attention.
Edduard Omar Majano-Sosa, identified as an illegal alien from El Salvador, was charged with falsely claiming citizenship after allegedly registering in 2024 and voting in the 2024 general election. The release says he entered the United States illegally in July 2022 near El Paso, Texas, and was released into the country by the Biden administration. HSI arrested him on Oct. 15. He also faces a prohibited-person-with-a-firearm charge after a pistol was found in his vehicle.
Karl Paul Fout, from Germany, was charged after allegedly registering in 2008 and voting in seven general elections from 2008 through 2024. DHS says he was lawfully admitted in February 1960. His criminal history includes prior convictions for two counts of possession of marijuana and cocaine with intent to sell and deliver, as well as possession of cocaine. HSI Cary arrested him on Oct. 15.
Lawton Caswell Broomfield E McKenzie, from Jamaica, was charged after allegedly registering in 2007 and 2012 and voting in three general elections between 2012 and 2024. The release lists convictions involving the manufacturing, possession, or distribution of controlled substances, plus arrests for disorderly conduct while intoxicated by alcohol or drugs, battery, disturbing the peace, trespassing, communicating threats, assault, and driving while impaired. ICE arrested McKenzie on Oct. 15. He was lawfully admitted in November 1986.
Lionel Paul, from Haiti, was charged after allegedly registering in 2024 and voting in that year’s general election. HSI Cary arrested him on Oct. 15. The release also notes arrests for fleeing or eluding arrest with a motor vehicle and assault, and says he became a lawful permanent resident in October 2018. James Edward Herrmann, from Germany, was charged after allegedly registering in 2018 and voting in two general elections between 2018 and 2024. The FBI arrested him on Oct. 14. His history includes a larceny conviction, and he was lawfully admitted in December 1983.
Ramona Abreu-Exia, from Germany, was charged after allegedly registering in 2004 and voting in eight general elections from 2004 through 2024, along with the 2008 primary election. The FBI arrested her on Oct. 14, and the release says she was lawfully admitted in October 1977. Mervin Sylvester Bogle, from Jamaica, was charged with falsely claiming citizenship to vote. DHS says he illegally registered in 2024 and voted in three general elections between 2008 and 2024. The FBI arrested him on Oct. 15.
That is a substantial set of allegations involving the most basic rule at issue in American elections: only eligible citizens get to cast ballots in federal contests. Nobody should have to apologize for wanting citizenship and voter eligibility checked carefully. Election rules are not decorative suggestions, and a ballot is not a souvenir to be handed out by bureaucratic negligence. The cases now have to proceed through the legal system, but DHS has put the details on the record. Voters are entitled to expect officials to protect the integrity of their votes instead of dismissing every warning as partisan hysteria.
